New settings page with General, Security & Access, Recording, Branding, and Notifications tabs. Includes meetApi client, MediaService proxy routes, logo variant selection, virtual background management with drag-to-reorder, and all 3 nav locations updated (SettingsStatusWindow, settings page, navpri).
