Anonymous GET /portal/assigned-lo — accepting LO identity for the guid's lead

Powers the borrower portal's top-left LO card the moment an LO accepts the lead (pre-login, pre-application): guid header + org host → lead → assignedTeamMember → {loName, loNmls, loEmail}; assigned:false until then.
