Every add-on now takes its quantity from AddOnLicenses, the rule the order calculator and subscription invoices share: licenses bought, defaulting to the seat count for per-user add-ons (3rd-party email and phone) and to the blocks bought for storage. The nightly mailbox and extension counts are a floor until assignment caps are enforced, so using more than you hold still bills what you use.
